On September 13-15, 2018, the Association of Anesthetists of Ukraine hosted an Congress of Anesthetists of Ukraine at the International Exhibition Center of Kyiv.

The program of the congress was devoted to issues of anesthesiology and intensive care. Within the framework of the congress, over 150 reports, 5 workshops on the organization of assistance with trauma (UTLS), monitoring of hemodynamic parameters of the patient, respiratory support, extracorporeal membrane oxygenation.

The congress was attended by doctors specializing in "Anesthesiology", "Children's Anesthesiology", "Neonatology" and others.

- To enter the medical school, an applicant must have 150 points based on the results of the OUT.
- To study in medical specialties you need to have English at a technical level.
- Financing of medical universities will be based on the principle - "Money goes for the entrant".
- Students must complete three examinations: at the beginning of the training - the only state qualifying exam, the CRIC and the main exam for the title "Doctor" international exam (in English) on the basis of medicine OSCE system. This exam is conducted in countries in Europe, North America, South America, Asia, Africa, and an English proficiency exam.

- After graduating from a medical specialist, a specialist must obtain an internship, residency, etc., in order to obtain a license for medical practice, after which he will receive a License. This license must be recognized by EU countries, USA, Canada, Japan, and Israel.
- The question of specialization is still not resolved, but it will most likely be a narrow specialization after the general internship, as is usually the case in the world.
- Existing doctors in the period from 2020 to 2025 should be tested and licensed for medical practice.
- Every 3 years the physician must confirm his knowledge to extend the License, for this it is necessary to score 50 points for 3 years and submit the relevant documents to the licensing center and the License will be continued automatically.
- In order to deprive the License for medical practice, a licensing commission will be created, which will decide in anonymous format whether to dispose of the Doctor License or not. The reason for this will be the complaint of the patient or his relatives or third parties, from the administration of a medical institution of any form of ownership or a local health authority or Ministry of Health. Unreasonable complaints will not be automatically considered.
- Issues of further existence Certification of doctors and attestation categories will be submitted for consideration by the Associations and other professional non-governmental organizations.
- The state financial support of doctors for improving their qualification will be introduced. Funds for the participation of a doctor in various courses, seminars, conferences and congresses, both national and international, will be sent directly to the doctor. That is, the doctor has to choose the most appropriate form for his qualification improvement.
- In order to receive points, the physician must publish scientific articles in SCOPUS registered and ISSN periodical medical journals. (This is a big problem, because even if the author's manuscript and meets the international criteria of guaranteeing his publication make up only 25-30%).
- 80% of emergency work is emergency assistance, primary care and exit to people in difficulty or with aggressive behavior.
- Police crews must leave the EMD employees immediately. EMD teams and outlets should have an automatic alert system for calling the police using GPS coordinates.
- Police officers should be present at medical institutions around the clock, who should provide protection in case of aggressive behavior by others.
- By 2020, all hospitals should receive the status of a non-profit enterprise, and from 2020 the National Health Agency will finance medical services on the basis of the "Money-based Patient" principle and check the quality of the provision of these same medical services in accordance with international protocols.
- Freelance specialists of the Ministry of Health were replaced by Experts of the Ministry of Health in those or other specialties on the recommendations of the medical communities (the issue of the recommendation of experts from the Ministry of Health of the medical community has a very big question...).
