The commanders of the operational command "East" took part in a seminar devoted to the interaction of state authorities, security forces and the public in the event of emergencies, terrorist attacks, hostilities, etc...
The seminar was conducted by Gary Grosman ( Gary Grosman ), a leading instructor of the Israeli Defense Army. Mr. Grosman, with more than 30 years of practical and organizational experience as a military paramedic, continues to be a personal contributor to the evacuation of wounded and injured combatants, despite being 59 years old. He is also a co-author of the current Israeli standards (protocols) of tactical medicine and the provision of emergency care to the wounded.
During the seminar, much attention was paid to the Israeli emergency evacuation system for the wounded. In particular, it was talked about the effective experience of using specialized medical units (evacuation divisions). On their "arms" - uncontrolled passenger vehicles, the wheel of which - the best drivers in the troops. Advantages - maximum speed of sending injured doctor's hands, release of combat units from the tasks of protection and evacuation of wounded and "common medical language" paramedics of these units with doctors.
Also, the Israeli paramedics dwelt in detail on the importance of the systematic preparation of the entire society for action in the event of a crisis situation and the consolidated work of all law enforcement agencies and state authorities. According to Colonel Ruslan Kostevich, head of the department of moral and psychological support, who was present at the seminar, taking into account the similarity of the challenges facing Ukraine and Israel, namely, the state of actual war with the enemy, prone to terrorist methods of warfare, the Israeli experience in counteracting such threats , of course, is interesting and can partly be used in our conditions. In particular, the strengthening of coordination of all the security forces in the region of the Operation of the Joint Forces has already given its results not only in relation to the conduct of hostilities, but also in the context of protecting civilian civilians from Russian-terrorist aggression.
The issue of creating an effective network of paramedic volunteers (or just citizens with elementary medical skills) is also relevant. The relative number of people, in particular veterans ATO / OS, who already have initial tactical medical training or are prepared to learn and rescue citizens in Ukraine, is probably no less than in Israel. - However, we really lack systematic work in this direction, and such measures help to find an effective solution to this issue.
The seminar was somewhat unusual for the event, which was conducted by a foreign citizen: the slogan "Glory to Ukraine!" And the corresponding response of the audience. This is explained by the fact that Gary Grosman, in his own words, is an "Israeli of Ukrainian descent", so he can not accept the problems of his first homeland as alien and is ready to continue to transfer his experience of military and rescue to his compatriots.
